He holds a MS degree Lato Sensu in Petroleum Engineering, Accent in Well Construction from the Brazilian Petroleum, Gas and Biofuels Institute (IBP) at Rio de Janeiro, Federative Republic of Brazil, and a BS degree in Industrial Engineering from the National University of Táchira, Republic of Venezuela, which included an internship period of 6 months in the planning of major plant maintenance department at the Paraguaná Refinery Complex, the largest refinery in the Western Hemisphere and the world's third largest refinery complex, just after Jamnagar Refinery (India) and Ulsan Refinery (South Korea).
